Brent steadies above $116 on economy hopes, Middle East worries

SINGAPORE (Reuters) - Brent crude steadied above $116 per barrel on Monday, holding near a more than four-month high, as data from top consumers United States and China reinforced a view that the global economy was headed for a modest uptick this year.

Positive U.S. employment numbers and confirmation of a mild recovery in China, evidenced by purchasing manager surveys, allayed some concerns about weak fuel demand from the world's two biggest oil users.

"We are now seeing a consistent story of moderate growth in the U.S. and China, which is supportive of oil prices in general," said Ric Spooner, chief market analyst at CMC Markets in Sydney. "This will probably be a week of consolidation."

Brent traded 14 cents lower at $116.62 per barrel at 0340 GMT, holding near a 4-1/2-month high of $117.07 reached on Friday. It has risen for three straight weeks.

U.S. crude slipped 18 cents to $97.59 per barrel, after rising for eight straight weeks, the longest such winning streak since July-August 2004.

Brent's premium to U.S. crude widened to above $19 per barrel on Friday, a level last seen in early January, on swelling inventories in Cushing, Oklahoma.

Traders expect stocks at Cushing to keep building as the Seaway pipeline, which had been expected to absorb some of those stocks, may not be able to run at full capacity until the second half of the year.

"I won't be surprised to see (the widening differential) continue as the market is still adjusting for the fact that Seaway's (drawdown) won't be as much as anticipated," Spooner said.

ECONOMICS VS GEO-POLITICS

The global economic outlook brightened considerably last week after U.S. payrolls rose by 157,000 last month, with upward revisions for November and December, while the Institute for Supply Management said its index of national factory activity rose to its highest since April.

"The job market is healthier than we had previously thought," said Jason Schenker, president, of Prestige Economics. "The outlook is positive and one of increased growth in the year ahead."

Other purchasing manager surveys showed that China's factories remained on track for a mild recovery, while the euro zone manufacturing sector, despite a contraction, had their best month in a year, suggesting the worst may be over.

Data on Sunday showed China's increasingly important services sector rose for the fourth straight month in January, though the slim increase added to evidence that the recovery remains a modest one.

Also underpinning oil prices were supply concerns stemming from rising tensions in the Middle East, the world's biggest source of crude.

A suicide bomber detonated a truck packed with explosives in the Iraqi city of Kirkuk on Sunday, killing at least 33 people. The blast was the third major attack in weeks in or near the multiethnic city of Arabs, Kurds and Turkmen, at the heart of a dispute between Iraq's central government and the autonomous Kurdistan region.

Meanwhile Iran, which is at a centre of a nuclear controversy that earned it stiff sanctions from the United States and Europe, said on Sunday it was open to a U.S. offer of direct talks on its nuclear programme.

It added that six world powers had suggested a new round of nuclear negotiations this month, but did not commit itself to either proposal.

In Beirut, President Bashar al-Assad accused Israel on Sunday of trying to destabilise Syria by attacking a military research base outside Damascus last week, and said Syria was able to confront "current threats ...and aggression" against it.

Michelle Rhee: 'Probably' Shouldn't Have Fired School Principal on National TV

During her three years as Washington D.C. public schools chancellor, Michelle Rhee raised eyebrows with her tough-love approach to fixing a failing school system.

And when I sat down with Rhee on "This Week," the controversial education reformer made no apologies for her rough-and-tumble philosophy.

"My style is very deliberative and very focused on doing what's right for kids. And so I wouldn't change that so much," Rhee told me. "Should I have fired ineffective principals? Absolutely. Should I have done so on national TV? Probably not."

Rhee's tenure in D.C. was met with plenty of controversy: Unions and city residents criticized her for ending teacher tenure and closing 23 schools in one year alone. Rhee left her position after the mayor who hired her to lead the school district lost his bid for re-election, in part because of public opposition to Rhee.

Now she's the author of a new book, "Radical: Fighting to Put Students First." It's an education manifesto inspired by Rhee's own lessons learned in and out of the classroom, which Washington Post education reporter Bill Turque said portrays Rhee as "a radical humbled by a dose of realism."

Today, Rhee told me she's OK with that characterization.

"When I first got to D.C., people, they said, 'Well, gosh, she's so radical. She's a lightning rod.' And in my mind, I was doing the things that seemed to obvious to me, you know: closing failing schools, removing ineffective people, cutting a central office bureaucracy," Rhee said. "Finally, I came to the conclusion that if bringing some commonsense solutions to a dysfunctional system makes me a radical, then so be it."

Currently, Rhee heads "StudentsFirst," a grassroots organization pushing for education reform. The group recently put out a report card on the nation's schools, where just two states - Louisiana and Florida - earning the highest grades, with B-minuses.

Rhee's book includes a revealing story about her trying to enlist President Clinton to join her education crusade. But Rhee, a devout Democrat who's married to Kevin Johnson, the Democratic mayor of Sacramento, said education reform should be a bipartisan issue.

"One of the things that I learned in trying to bring on board people like President Clinton and other Democrats is: We really have to articulate a path forward, a path to success," Rhee told me. "Why Democrats and Republicans alike should take this issue on: because it is the most important issue facing our nation."

Avoiding the truth

(AP) ? A New York City woman who went missing while vacationing alone in Istanbul was found dead on Saturday, and police detained nine people for questioning in connection with the case, Turkey's state-run news agency said.

Sarai Sierra, a 33-year-old mother of two, was last heard from on Jan. 21, the day she was to fly home. Her disappearance attracted a lot of interest in Turkey, where the disappearance of tourists is rare, and Istanbul police had set up a special unit to find her.

The state-run Anadolu Agency said the body of a woman was discovered Saturday evening near the remnants of ancient city walls and that police later identified it as Sierra's.

The agency did not say what caused her death. But the private NTV television reported that she was stabbed to death, while a private news agency, Dogan, said she had a head wound, suggesting she may have been hit with an object.

Police reached by The Associated Press refused to comment on the case.

Sierra, whose children are 9 and 11, had left for Istanbul on Jan. 7 to explore her photography hobby and made a side trip to Amsterdam, Netherlands, and Munich, Germany. She had originally planned to travel with a friend, but ended up traveling alone when her friend canceled.

She was in regular contact with friends and relatives and was last in touch with her family on Jan. 21, the day she was due back in New York. She told them she would visit Galata Bridge, which spans Istanbul's Golden Horn waterway, to take photos.

The body was found near the bridge and a major road that runs alongside the sea of?Marmara. Here tourists often photograph dozens of tankers waiting to access the Bosporus strait.

On Saturday, police stopped traffic there as forensic police inspected the area.

Anadolu suggested Sierra may have been killed at another location and that her body may have been brought to the site to be hidden there.

At least nine people were detained for questioning in Istanbul, and a police official at the site told journalists that two of them are women. The official spoke on condition of anonymity because he was not authorized to speak to reporters about the case.

It was not clear if a Turkish man Sierra had exchanged emails with during her stay in Istanbul was among the nine detainees. He was detained for questioning Friday, then released. Turkish news reports said Sierra had arranged to meet the man on Galata Bridge, but he reportedly told police the meeting never took place.

Sierra's husband, Steven, and her brother, David Jimenez, traveled to Istanbul to help search for her. Sierra's mother, Betzaida Jimenez, said on Saturday that she couldn't talk about the case when reached in New York.

Shortly after Sierra was reported missing, Turkey set up a special police unit which scanned hours of security camera footage in downtown Istanbul in search of clues. A Turkish missing persons association joined the search, handing out flyers with photos of Sierra and urging anyone with information to call police.

While break-ins and petty thievery are common in Istanbul, the vast and crowded city is?considered relatively safe compared to other?major?urban centers. Sierra's death was unlikely to have a significant impact on tourism, a large component of the?Turkish economy.

In 2008, an Italian artist, Pippa Bacca, was raped and killed while hitchhiking to Israel wearing a wedding dress to plead for peace. Her naked body was found in a forest in northwest Turkey. A Turkish man was sentenced to life in prison for the attack. ?

Wall Street Journal, Washington Post disclose Chinese attacks

Following the New York Times' revelation earlier this week of a massive Chinese attack upon its computer systems, a security analyst told TechNewsDaily that disclosing such attacks might become a "badge of honor" among media companies.

The statement by Sean Sullivan of Finnish security firm F-Secure was quickly proved right.

On Thursday afternoon, less than a day after the Times' story was posted online, its ideological rival the Wall Street Journal revealed that it, too, had been attacked by Chinese hackers.

On Friday, the Washington Post, following a scoop by a former staffer, was forced to admit that its networks had been penetrated for years.

The Journal provided fewer details than the Times, but said that "in the most recent incident," hackers had managed to break into computers in the Journal's Beijing bureau in mid-2012.

From there, the Journal said, the intruders were able to access the Journal's worldwide computer network.

"A number of computers were totally controlled by outside hackers," the Journal said.

Brian Krebs, who covered computer security at the Washington Post and now publishes his own Krebs on Security blog, was contacted by a former colleague who had been an information-technology staffer at the newspaper's headquarters.

"We spent the better half of 2012 chasing down compromised PCs and servers. [It] all pointed to being hacked by the Chinese," Krebs' source told him.

"They had the ability to get around to different servers and hide their tracks. They seemed to have the ability to do anything they wanted on the network."

The pattern described by Krebs' source fit those described by the Times and the Journal ? an initial break-in to a few machines, followed by an exploration of the entire network and the installation of malware that guaranteed further access.

The Post's own story provided few on-the-record details, other than to confirm the broader outlines of Krebs' story, as Post officials were unwilling to confirm much to their own reporters.

A company spokeswoman denied the assertion by Krebs' source that the newspaper had turned over a server to the National Security Agency for analysis.

The Post's reporters had better luck with an unnamed tech-industry official, who told them, "If every company reported when it was hacked and who it was hacked by, it would be harder [for China] to get away with it."

At least one media outlet seemed to welcome the news of massive Chinese network infiltration.

"The Onion would like to once again affirm our commitment to providing the Chinese government with our employees' passwords and personal information with total and unquestioning cooperation," the satirical newspaper said in a piece posted Thursday.

"The Onion aims to be on the right side of history, and towards that end, China is also welcome to our employees' Social Security numbers, home addresses, and medical and voting histories if ever they would like to see them," it said. "When our Chinese overlords colonize this crumbling land, The Onion will be glad to have been of some modest service."
