Community Journalism Conference: Enabling and Empowering Communities

This conference will explore the latest thinking, research and hands on experience in the rapidly developing field of hyperlocal and community journalism.

Who should attend?
The conference will be of interest to practitioners, decision makers, opinion formers, academics, and enablers, including:

- Those working in the media who have an interest in shaping the future of community and local journalism
- Academics, policy makers, community workers and activists
- Community and local journalists leading or planning enterprises
- Funding bodies and commercial social media companies
- The conference will focus on sharing the latest hyperlocal journalism research; identifying key enablers and factors? affecting success or failure; as well as initiating a network of hyperlocal and community journalists is Wales.

It will also raise the profile of community and local journalism and will examine the potential for partnerships and policy support to achieve outcomes for communities.

Conference speakers and session presenters will impart essential practical knowledge covering digital tools, law and ethics

Rome's mayor says biologist Rita Levi-Montalcini, who conducted underground research in defiance of Fascist persecution, and went on to win a Nobel Prize for helping unlock the mysteries of the cell, has died at her home in the city. She was 103.

Italy's so-called "Lady of the Cells," who died on Sunday, lived through anti-Semitic discrimination and Nazi invasion, becoming one of her country's leading scientists and sharing the medicine prize for her groundbreaking research in the United States.

Her research increased the understanding of many conditions, including tumors, developmental malformations, and senile dementia.

Experts call off search for life in Antarctic lake

LONDON (AP) ? British scientists have called off the hunt for exotic life in an ice-bound Antarctic lake after their mission was hit by a technical hitch.

Researchers with the British Antarctic Survey had hoped to drill into Lake Ellsworth, which they believe has been frozen over for hundreds of thousands of years, in the hope of finding microbial life forms that might provide new insight into the evolution of life on Earth. They also hoped the lake floor's sediments might yield a new record of the Earth's climate.

But the project had to be called off following difficulties with drilling. A statement posted to the survey's website on Thursday said the operation had been canceled, and it was not clear if or when the scientists would try again.

Liability Insurance for Guns

As the discussion has evolved, so has my thinking. Not only due to the comments in the last two posts, but because the conversation on Twitter has evolved. The idea of mandating registration and mandating liability insurance seems like the optimal solution, until someone comes up with a better solution that doesn?t involve doing nothing. Of course, the gun enthusiasts won?t like it because it inconveniences them, but I don?t care. What I do care about is coming up with a solution that minimizes future gun incidents and doesn?t overly burden people?s 2nd amendment rights.

The fact is guns, just like cars, create externalities. I already the know argument that guns are a right and driving is a privilege, but so what. They both create externalities and the cost of those externalities should be borne by the gun users. Using this approach also does away with a number of other problems, like determining what an ?assault weapon? is, banning guns and the like. Here?s a snippet from another article that addresses this subject:

What we really need is a free market system to determine who is too risky to own a gun. Let?s involve the best risk-assessors going ? insurance companies ? by requiring prospective or current gun owners to carry liability insurance.

With 80 million gun owners in the U.S., insurance companies would eagerly tap a new market, providing an essential layer of scrutiny not only when the policy is issued but also with each annual renewal. Once spread across the whole pool of gun owners, risks are likely quite low. Policies could recognize the distinctions among different types of guns and how owners routinely use them. A man who proudly hangs his great-grandfather?s Civil War rifle over the fireplace is a minimal risk compared to one who routinely carries his Glock in public. Their policies can reflect the difference.

More nimble than government regulations, the free market could swiftly and accurately assess the risk of new weapon designs ? and deny coverage if it?s riskier than the market will bear. In the fifty years since imposition of auto insurance mandates, insurance companies have proven to be powerful advocates for safer auto design and better driver training. As a result, lives were saved. It?s time to add their voice to this issue.

Beyond gun design, insurers could assess individual gun owners. Much like health assessments performed before issuing a life insurance policy, mental health screenings could flag those at high risk of instability. Insurers would also require proof of adequate training and determine whether a home is equipped for safe storage. A bad risk could be denied insurance. A moderate risk would pay higher rates ? creating an incentive to get more training, divest of a few riskier weapons, or install better storage systems.

All of this seems right to me and it sidesteps the necessity of bans as long as it is universal and all guns are registered. Furthermore, it brings in insurance companies and their actuaries to assess risk, which they are very good at. Here?s another snippet along those same lines:

For the record: I?m not of the mind that every gun-owner is a threat to society nor should we restrict gun use for hunters, collectors and target shooters. My father owns guns, I have shot guns many times, have known people who were murdered by guns and witnessed a police shooting in 1981.

But I don?t think a widespread seizure of some 300 million American weapons will ever work. In fact, just mention ?gun control,? and the very phrase shuts down conversation and invokes the vague rights and curse of the second amendment. Challenges to the constitution would never make it through the Roberts court, anyway.

What we can do is to look at gun sales through the lens of social economics.

Market-based risk pricing is the partial answer. Let?s agree that guns as weapons are inherently dangerous to society and owners should bear the risk and true social costs. Translation: Require both owners and sellers to purchase liability insurance that is universally underwritten by actuaries according to relative risk.

As for the constitutionality of imposed liability insurance, it doesn?t seem to overly burden people?s right to bear arms:

Congress should push for mandatory gun insurance. Firearm ownership is a U.S. constitutional right. But as last week?s massacre again demonstrated, it comes at a cost. Requiring liability coverage could be one way to keep the most dangerous weapons from unstable hands without infringing the law.

The biggest legal obstacle to gun regulation is the U.S. Constitution?s Second Amendment. The right to bear arms has generally trumped strict limits on ownership, especially since the Supreme Court?s 2008 decision extended the right to individuals. Imposing a hefty insurance policy could make owning a firearm prohibitively expensive for some and create constitutional problems.

But tying the price of coverage to the cost of gun incidents could work. And there?s a strong argument that damage caused by firearms gives the government a ?compelling interest? to require insurance, the test for infringing a constitutional right. There?s already a precedent: the National Rifle Association offers liability insurance to members.

Moreover, the market should be efficient at weighing the risks. Insurers specialize in figuring out the odds of something going wrong and charging the appropriate amount. Car insurance premiums are based on both the driver and the vehicle. A 19-year-old man with a Porsche and a history of moving violations pays far more than a 40-year-old minivan driver with a clean record.

Gun enthusiasts won?t like this because they want to be able to buy any weapon they want, thinking only of their own needs and wants, without regard to the social costs. Until a better answer comes along, this seems like the way to go.

Russian parliament endorses anti-US adoption bill

MOSCOW (AP) ? The upper chamber of Russia's parliament on Wednesday unanimously voted in favor of a measure banning Americans from adopting Russian children. It now goes to President Vladimir Putin to sign or turn down.

All 143 members of the Federation Council present voted to support the bill, which has sparked criticism from both the United States and from Russian activists who say it victimizes children by depriving them of the chance to escape often-dismal orphanages.

The bill is one part of a larger measure by angry lawmakers retaliating against a recently signed U.S. law that calls for sanctions against Russians deemed to be human rights violators. Putin hasn't committed to signing the bill, but has referred to it as a legitimate response to the new U.S. law.

Some top government officials, including the foreign minister, have spoken flatly against it, arguing the measure would be in violation of Russia's constitution and international obligations.

But Senator Mikhail Margelov, chairman of the Council's foreign affairs committee, referred to the bill as "a natural and a long overdue response" to the U.S. legislation.

"Children must be placed in Russian families, and this is a cornerstone issue for us," he said.

Several people with posters protesting the bill were detained outside the Council before the vote. "Children get frozen in the Cold War," one poster read.

There are about 740,000 children without parental custody in Russia, according to UNICEF. More than 60,000 Russian children have been adopted in the United States in the past 20 years.

The bill is named in honor of Dima Yakovlev, a Russian toddler who was adopted by Americans and then died in 2008 after his father left him in a car in broiling heat for hours. The father was found not guilty of involuntary manslaughter. Russian lawmakers argue that by banning adoptions to the U.S. they would be protecting children and encouraging adoptions inside Russia.

Russian children rights ombudsman Pavel Astakhov told the Interfax news agency that 46 children who were about to be adopted by U.S. citizens would stay in Russia if the bill is adopted ? despite court rulings in some of these cases authorizing the adoptions.

The ombudsman supported the bill, saying that foreign adoptions discourage Russians from adopting children.

"A foreigner who has paid for an adoption always gets a priority compared to potential Russian adoptive parents," Astakhov said. "A great country like Russia cannot sell its children."

The Russian law allows foreign adoptions only if a Russian family has not expressed interest a child in question.

Margelov said that a bilateral Russian-U.S. agreement binds Russia to notify of a halt in adoptions 12 months in advance.

Putin's spokesman Dmitry Peskov told Russian news agencies that the president would consider the bill within the next two weeks.

Report: Iran ex-president's family sues hardliner

(AP) ? An Iranian news agency says four children of Akbar Hashemi Rafsanjani are suing a radical lawmaker for describing the influential ex-president's family as a corrupt "octopus."

Mahmoud Alizadeh Tabatabaei, who is a lawyer for Rafsanjani's family, was quoted by the semiofficial ISNA news agency Wednesday as saying that a complaint has been filed against Hamid Rasai.

Rafsanjani is considered a political centrist. Since President Mahmoud Ahmadinejad's disputed reelection in 2009, in which Rafsanjani supported Ahmadinejad's reformist challenger, his family has come under pressure from hardliners.

In a speech broadcast on state radio last week, Rasai, who is one of Ahmadinejad's allies, called one of the ex-president's sons a "corrupt monster who has always enjoyed iron immunity."

Toyota Tsusho Corp secures almost 98 percent of France's CFAO

PARIS (Reuters) - Toyota Tsusho Corp , the Japanese conglomerate, said on Monday it had secured almost 98 percent of French distribution company CFAO .

The Japanese company said it would decide within three months whether to keep CFAO's French stock market listing.

TTC had bought a 29.8 percent stake in CFAO in July from luxury and retail group PPR . TTC later launched a tender offer for CFAO, including PPR's remaining 12.2 percent stake, at 37.50 euros a share. The deal valued CFAO at 2.3 billion euros (?1.9 billion).

At the close of the tender offer on December 17, TTC had received 97.91 percent of CFAO, it said in a statement.

"Although having acquired more than 95 percent of CFAO's voting rights shares, we will study whether to maintain CFAO's French listing," it said.

Its chief executive Jun Karube told French daily Les Echos in October that TTC wanted to keep CFAO's listing on the Paris stock exchange.

CFAO distributes vehicles and medicines in Africa and French overseas territories.

A new ?strike hard? campaign, launched last week, is aimed at ?bringing order to traffic and security? at the city?s intersections, according to the Beijing municipal police website.

The police appear to have been goaded into action not so much by the anarchy that has long reigned on most Beijing streets, but by an online comment that went viral a few weeks ago.

A blogger remarked ? entirely accurately ? that crossing the road with Chinese characteristics has nothing to do with whether the lights are red or green. The determining factor is how many people are waiting on the curb. Once a crowd has reached critical mass, it moves.

As more and more Beijingers buy cars, and drive them without necessarily bothering to get a license, life for the city?s crowds of pedestrians and its diminishing band of cyclists has grown increasingly hazardous.

Pedestrian fatalities in China are 18 times higher, per 100,000 motorized vehicles, than in the United States, according to Ni Ying, who did her doctoral thesis on the dangers of Chinese crossroads.

?High rates of pedestrian noncompliance and low rates of driver-yielding behavior? accounted for the Chinese statistics, she concluded.

Jaywalking is a national habit that the capital?s police would like to break, but they are not training their sights on pedestrians alone. The goal, says the official website warning, is also to enforce drivers? lane discipline and to stop cyclists crashing red lights, carrying passengers on the back seat, and riding the wrong way up cycle lanes.

This is nothing less than an assault on a fundamental right that all Chinese citizens hold dear: to do precisely as they please on the public highway.

Learning to 'Beijing it'

I walk, ride my bike, and drive my car all the time in Beijing, and frankly it is a miracle that I am still alive. Not least because after living here for six years, I have gone native when it comes to traffic etiquette.

I still recall the sense of pride with which I rode my bicycle the wrong way up a street for the first time, taking a call on my mobile phone. I felt like a true Beijinger. And the quaint idea that I should stop at a red light rather than weave a path through the cars getting in my way is one that I abandoned a long time ago.

I am better behaved behind the wheel of my 1980s Jeep Cherokee (an ideal, bullock-like vehicle in which to navigate the city?s traffic). But even then the frustration of watching other drivers jam up an intersection by ignoring the simplest rules of the road, not to mention elementary courtesy, can tempt me to barge into the melee myself.

In my family, we have coined a verb for the sort of inconsiderate and patently illegal behavior to which my wife and I occasionally sink, such as sailing past a highway traffic jam in the emergency vehicle lane: We call that ?to Beijing it.?

If the city police have their way, that kind of description will soon be history. But I wouldn?t hold my breath.

The Beijing police department is running a little quiz on its ?weibo,? a Twitter-like platform, asking people why they think Beijingers are so careless on the road. The two most popular answers so far are ?a weak sense of the law? and ?low levels of public morality and civic responsibility.?

It will take more than a few traffic fines to deal with those problems, I?m afraid. And I say that as one who, to his shame, knows whereof he speaks.

Italy's Monti says would consider standing at election

ROME (Reuters) - Italian caretaker Prime Minister Mario Monti said on Sunday he would be ready to run for a second term in next year's election if he was asked to do so by political forces that adopted his reform agenda.

The former European commissioner, appointed to lead an unelected government to save Italy from financial crisis a year ago, resigned on Friday but has faced growing calls to seek a second term at the election on February 24-25.

Speaking at a year-end news conference, Monti stressed he was not now entering any political movement and that he was more concerned about his policy prescriptions being followed than personalities standing in the election.

Nonetheless, he said that if a political force or coalition offered a credible program that he supported, "I would be ready to offer my encouragement, advice and if necessary leadership."

Asked if that meant he was ready to stand as prime minister again he said: "If a credible political force asked me to run as prime minister for them I would consider it."

Both Silvio Berlusconi's centre-right People of Freedom (PDL) party and Pier Luigi Bersani's centre-left Democratic Party (PD) have urged him not to stand in the election. The PD holds a substantial lead in opinion polls.

However, Monti rejected suggestions that he was motivated by personal ambition to win political power.

"If I accept, it's to try to change the moral culture of the country. It's obvious it's not for my personal convenience," he said.

Monti has been strongly urged to stand by centrist groups ranging from disaffected former Berlusconi allies to the small UDC party, which is close to the Catholic church.

Monti said he hoped the next government would have an ample parliamentary majority and believed the traditional left-right divide was no longer adequate to tackle the problems facing Italy.

If he does enter the race, he will face strong opposition from Berlusconi, whom he criticized sharply during the course of his remarks, saying he had been "bewildered" by the 76 year-old billionaire media tycoon's frequent changes of position.

Outlining a broad policy platform to complete the reform agenda his technocrat administration began when it took office more than a year ago, Monti said the next government must not make easy election promises or backtrack on reforms.

"We have to avoid illusory and extremely dangerous steps backwards," Monti said.

While numerous European leaders and Italy's business elite have called for his economic agenda to continue, ordinary Italians, weary of tax hikes and spending cuts imposed to cut a huge public debt, are less enthusiastic.

A centrist group headed by him would probably come a distant third or even fourth in the election and one survey published last week showed 61 percent of Italians felt he should not stand.

During his 13 months in office the former economics professor repaired Italy's international standing after it plunged under the discredited Berlusconi, and pushed through reforms of the pension system, labor market and parts of the service sector.

However, many analysts said his reform efforts were too timid to significantly improve the outlook of a chronically sluggish economy, and Monti himself said that Italy was "only at the beginning of the structural reforms" required.

Italy, the euro zone's third-largest economy, has been in recession since the middle of last year, consumer spending is falling at its fastest rate since World War Two and unemployment has risen to a record high above 11 percent.
